VDEM is seeking qualified candidates for its Senior Watch Analyst vacancy to actively collect and monitor communication systems and sources, including the Virginia Fusion Center, critical infrastructure owners/operators, WAWAS, FEMA, localities, local and national media, and social media. The Senior Watch Analyst develops and distributes situational awareness information and event data statewide, while also maintaining communication programs, systems, and activities in a constant state of readiness. The position might be required to analyze and prioritize emergency notifications, data, and calls for service related to terrorism, hazardous materials incidents, medical evacuation flights, and other intentional and natural disasters. This position requires knowledge of emergency management principles in order to prepare situation reports and spot reports. This position will learn the scope and foundation of VDEM’s emergency management responsibilities while assisting partners with day-to-day operations in relation to crisis management, continuity of operations and emergency/disaster management policies and plans. Ability to prioritize handling of numerous, often competing, time-sensitive critical information inquiries for internal organization and higher echelon command and control entities. Ability to collect, distribute and analyze processes and integrate internal and external information sources to produce a full range of situational awareness and common operating communication products. Ability to manage complex incident status information collection, distribution, and sharing processes. This position also conducts the annual data collection for the DHS Special Event Data Call and maintains up-to-date special event data at all times.

All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events. This designation may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in this Employee Work Profile/job description.

Minimum Qualifications

Strong working knowledge of standard communication procedures and equipment; principles and practices of emergency communication and management; knowledge of relevant geographic areas, available resources, and appropriate government and private sector contacts. Knowledge of communications policies and practices related to emergency management activities. Knowledge of social media platforms and trends. Skill in allocating and directing the use of resources in response to emergencies with minimal supervision. Skill in using social media platforms, and data/news aggregation software to enable all-source data collection, monitoring, research, analysis, and professional report production. Skill in the use of public safety radios and related communications equipment. Experience with CAD, Microsoft Office and web products is preferred. Ability to perform dispatch services with accuracy, speed and minimal supervision; the consequences of which may impact life, property, the environment, and/or natural resources. Ability to locate, identify, and summarize significant incident information from many sources related to public safety that will impact large populations and geographic areas. Ability to apply critical thinking to diverse information sets and quickly and independently produce situational awareness reports for state executive leadership in order to maintain situational awareness across the Commonwealth. Ability to anticipate the information needs of leadership and identify resources to obtain required data. Demonstrated ability to read and interpret agency policies, procedures, and regulations, to communicate effectively orally and in writing with diverse populations, and to work in a team environment with all levels of management, local, state, and federal, private sector, and volunteer groups. May perform work ranging from routine to moderate difficulty, and must have good judgment and the ability to keep precise records. Ability to work in a 24-hour operation, 7-day rotating schedule is required.

Preferred Qualifications

Bachelor’s is highly preferred; an equivalent combination of training and experience may substitute for a degree. Experience working as an analyst, dispatcher, or in a related field is preferred. Experience working in an emergency operations center, military operations center, joint information center or similar command center. Demonstrated experience in leading or serving as a watch analyst within an emergency response organization is highly preferred. Amateur radio license preferred.

Special Requirements

Pay Band Range $24,969 – $58,146. Salary commensurate with education and experience. A valid driver’s license and a satisfactory driving record are required and ability to pass a fingerprint-based criminal history background check; No felony or serious misdemeanor (non-traffic) convictions. A one-year probationary period is required of all newly hired and re-hired employees.
