Virginia State Government Accounts Receivable and Reporting Specialist in Richmond, Virginia
The Virginia Department of Education (VDOE), Office of Fiscal Services is seeking a qualified and experienced individual to prepare complex financial reports and analysis using Access, Excel, and DOE financial systems for use by VDOE management, Department of Accounts (DOA) and the Internal Revenue Services (IRS), and external customers; ensures compliance with applicable federal and state regulations; manages accounts receivables for three agencies in accordance with CAPP Manual; serves as a resource to others for information and resolving complex problems; issues notices and repayment schedules for VTSL debts within two weeks of receipt of information from the Office of Teacher Education; issues invoices no later than the first of the month following receipt of billing information from other DOE program areas; ensures the VDOE Administrative Manual and Fiscal Services’ Office Accounts Receivable policies and procedures are in accordance with Attorney General and Comptroller requirements, and procedures are clearly communicated to program areas and debtors; keys Daily Cash/Credit Card Deposit Certificates based on backup documentation supplied by Cash reimbursement requests; ensures vendors are not entered more than once; and serves as backup for entering “state-entered vendors” in eVA in conformance with the Department of General Services state “Standard Vendor Name” requirements and DOE procedures.
Considerable knowledge of the Commonwealth Accounting Policies and Procedures (CAPP) Manual.
Considerable knowledge of generally accepted accounting principles and fiscal functions and operations.
Considerable knowledge of automated financial systems such as Oracle Financials general ledger and payables.
Extensive knowledge and experience in the use of MS Access, Toad or other SQL query tools and relational databases.
Skill in using web-based systems.
Demonstrate the ability to prepare and explain financial reports and comprehensive evaluations of financial trends.
Demonstrate the ability to interpret, analyze, explain, and apply complex laws and regulations.
Demonstrate the ability to work independently as well as other team members.
Undergraduate degree in accounting or business or an equivalent combination of training and experience.
Experience accessing a variety of information resources and applying various computer applications to complex financial reporting.
Professional level financial reporting/accounting experience in a regulatory environment.
Experience determining funding source compliance, analyzing, reconciling, evaluating, and monitoring budget/financial transactions.
Successful candidate must pass a criminal background check.
Management approval to telework is contingent upon successful completion of 6 months of employment and the business needs of the work unit.
